The Community Based Public Safety Collective (The Collective) Welcomes a New Managing Director



The Community Based Public Safety Collective is excited to announce that longtime partner, ally, and friend Fred Fogg will join the team as Managing Director as of January 6, 2025. Fred has decades of experience as a dedicated leader in community-based safety and violence intervention. Fred previously served as National Director of Community-Based Safety Initiatives with Young Advocate Programs (YAP). 


The Collective is honored to have Fred bring his wealth of knowledge to the team. Fred has built and led over a dozen programs in youth justice, child welfare, behavioral health, and workforce development. His work focuses on creating innovative, community-driven solutions to disrupt violence, provide alternatives to incarceration, and advance public safety.  Fred’s leadership has been instrumental in expanding violence intervention and prevention efforts in several states and the District of Columbia, and his approach emphasizes the importance of culturally competent, neighborhood-based interventions. He has worked closely with local leaders and community members to develop programs that address the unique needs of each area. His initiatives often include street outreach, conflict mediation, and individualized support services such as housing, employment, and trauma care.


Fred has worked to build and/or support several community violence intervention programs in Newark, Baltimore, Chicago, Charlotte, and Wilmington, DE. These programs have been recognized for their effectiveness in reducing homicides and nonfatal shootings and producing positive outcomes for community members in high-risk environments.


Fred’s work and approach to community-based safety have also garnered international recognition, making the shortlist of nominees for the European Social Services Awards and the Excellence in Community Award. The current Managing Director of The Collective, Elizabeth (E) Ruebman, will work alongside Fred until February 15, 2025, to facilitate a smooth transition.
